ICLR submissions top 50,000, researchers call for per-author caps

Roei Herzig notes that every few years the field agrees peer review is broken, then submissions double — ICLR just passed 50,000. He argues for capping how many papers an author can submit, since nobody has more than 5 conference-worthy ideas per cycle. Hilde Kuehne responds that while gatekeeping is unpopular for good reasons, giving up on review seems the lesser evil and submissions must be limited somehow.
