An observer reminds the community that ICLR submission counts around the NeurIPS decision / ICLR abstract deadline are heavily inflated by NeurIPS submissions "in limbo" awaiting decisions, so raw numbers aren't that indicative. Still, he confirms the flood is real and growing, especially for the big conferences.
