Claude Code 2.1.277 adds AGENTS.md support, checked when no CLAUDE.md exists

Claude Code v2.1.277 adds support for AGENTS.md: when a folder has no CLAUDE.md, Claude will check for and use AGENTS.md instead. The behavior can be toggled in /config, pushing AGENTS.md closer to a de facto standard for agent instructions across tools.
