Claude Code now supports AGENTS.md, falling back when no CLAUDE.md exists

- Claude Code added support for AGENTS.md starting in version 2.1.277: if a folder has no CLAUDE.md, Claude will check for and use AGENTS.md instead.
- The behavior can be toggled in /config, signaling mainstream adoption of the shared agent-instructions file standard across coding tools.
