UK most AI-exposed economy but lacks compute and leverage, new policy paper warns

A new policy paper argues that under current trends Britain will be defenseless against AI's transformative effects and has no leverage over frontier development, despite being the world's most AI-exposed economy. The UK has very little data center capacity, few credible expansion plans, and high energy costs that would block scaling even with intent.
The paper lays out three strategies:
- Build infrastructure that creates leverage: fix the grid and planning system so frontier AI can run in Britain.
- Let the economy capture AI's value: reform regulatory and labor frameworks.
- Prepare the state to adapt, whatever path AI takes.
