Alchemy PR adds Neon backend resources, Effect runtimes and 13 website constructors

A draft PR (#1695, 14 commits) by sam-goodwin on alchemy-run/alchemy introduces major new capabilities for Neon-based deployment:
- Neon backend resources: all 13 Neon.Website constructors for declaratively provisioning websites and backend resources.
- Runtime bindings: Effect-native and Fetch Functions support, with unified runtime bindings; implementation layers use Http, eliminating a separate native-binding transport.
- Org governance: organization-level permission boundaries and lifecycle behavior.
The author also documents a reproduction isolating stale execution after completed Function updates using the official Neon CLI 5.0.0 and fresh proxy-bypassing curl connections — independent of Alchemy packaging — noting this doesn't prove updates never converge. Companion SDK changes live in alchemy-run/distilled#617.
