Continuing a safety debate, the author argues AI risk cannot be solved by hobbling model capabilities or treaties: trust in international organizations has eroded over two decades — partly their own doing, partly cynical misuse by hegemons, partly because they are easy populist targets — making treaty-based AI governance unrealistic.
