Federal Register quietly tested Qwen-powered search; audit shows index built in one day then pulled

Independent researcher @96Stats reverse-engineered a secret Qwen-based AI search test on the US Federal Register site:
- Narrow use: Qwen only powered semantic search — no writing, no Q&A, no touching regulation text. Most likely the open-source Qwen3-Embedding-0.6B, which Alibaba released free in June 2025: small, cheap to self-host, no vendor contract
- Index built in a day: across 407 documents, hidden sync timestamps show everything synced before 1:55pm ET on Sept 15 is missing from Qwen, everything after is found. All 104 documents published Sept 16 are invisible to Qwen but findable via the older semantic search
- Caught incrementally populating: rerunning the same query a day later returned 19 documents instead of 14 — an incomplete index still being filled while the backend route stayed live
- Developer backdoor: DevTools revealed internal search-type IDs (306 = Hybrid Qwen3, 914 = Qwen3). After Qwen vanished from the UI, conditions[searchtypeid]=306 still worked via the public API
Conclusion: an internal experiment accidentally exposed to the public, deliberately or not.
