It argues no single policy is a silver bullet and every option carries serious tradeoffs across dimensions and durability scenarios. The analysis identifies Pareto-frontier "least-regret" policies triggered by economic scenario: expanded unemployment insurance, modernized EITC and employee-led retraining for mild scenarios; EITC transitioning to negative income tax for moderate ones.
