The analysis identifies Pareto-frontier policies forming a scenario-triggered "least-regret" sequence: expanded unemployment insurance, modernized EITC and worker-led retraining for mild scenarios; EITC transitioning to negative income tax for moderate ones; and a Universal Basic Capital backstop for full transformation.
