Banking and Aviation Have Regulators Plus Liability — Why Doesn't AI?

In a debate on AI governance, the author pushes back on the claim that liability alone suffices: banking, air travel, nuclear power, autos, chemicals, medicine and food safety all have regulators, legally binding standards AND liability. None of them rely solely on liability's deterrent effect — why should AI?
