Travis Oliphant unveils open Frame spec: own your context, not just prompts

Travis Oliphant argues the industry should move from prompt engineering to context engineering: making an organization's terminology, norms, judgment, and evidence explicit, versioned, and governable. OpenTeams' open spec calls an accountable slice of this a "Frame" — context you own, decoupled from any single model so models become replaceable parts.
