Dario accused of pitching West-only AI cartel needing a US antitrust waiver

George Hotz (tinygrad) claims the top 4 US AI companies are colluding to slow down progress. Quoted analyst Arnaud Bertrand goes further: Dario Amodei's essay, in a chapter tellingly titled 'pacing within democracies,' calls for a US government 'antitrust waiver.' The plan, per Bertrand: frontier labs agree not to compete too hard, get legal cover via the waiver, and use 'safety' rhetoric to push Washington into kneecapping Chinese competitors — only 'democratic' models would qualify for this safe-pacing club. He argues Dario writes this out almost explicitly, calling it a West-only AI cartel proposal.
