Who actually 'paces the frontier'? The pause paradox that turns regulation into a moat

The author presses a chain of questions against calls to "pace the frontier": should every AI company slow down, or just OpenAI and Anthropic? If only frontier labs are dangerous enough, everyone behind them has no reason to slow — the leaders pause, the rest keep going and catch up.
But if everyone must slow simultaneously, the leaderboard freezes exactly where it is: OpenAI and Anthropic keep their massive lead, everyone else fights for scraps, and regulation becomes a convenient moat around the frontier. The punchline: if everyone eventually reaches the frontier, do we just open a group chat and say "alright guys, now everybody stop"?
