EU's proposed AI strategy targets 15% of global compute by 2030 with €1.3T investment

A new independent AI strategy proposal for the EU lays out an ambitious wishlist:
- Compute: 15% of global AI compute by 2030, a 25x expansion of EU capacity under its scenario (45GW, versus Mistral's 1GW target from 2023)
- Funding: €1.3 trillion in mostly private investment, plus an optional €800B frontier AI project
- Policy levers: faster permits and grid connections, compute sites traded for model access, and chipmaking equipment used as bargaining power
- Extras: EU-built models as a fallback, better startup funding, and defenses against AI-driven crises
