Researchers publish Transformative AI Strategy for Europe, urging urgent action this year

The KIRA Center's Daniel Privitera and LMU Munich professor Monika Schnitzer have convened a team of researchers and policy figures to publish "A Transformative AI Strategy for Europe", billed as the most comprehensive AI policy proposal for the EU to date.

Core thesis: on its current trajectory, Europe will capture only a small share of AI's wealth and strategic leverage while remaining fully exposed to risks like AI-enabled cyber and biological attacks and loss of control — and the window for action is closing every month.

The report (Part A: strategic priorities; Part B: implementation) proposes near-term objectives including:
