Chromium source ships an .agent/ folder with agent instructions and skills

While digging into the Chromium source for up-to-date extension APIs, the author discovered a .agent/ directory containing instructions for coding agents and agent skills. He plans to try it with Microsoft's tgrep for searching massive repos.
