In the transparency debate, ueaj proposes an alternative: instead of full transparency (which he argues would instantly proliferate any oom+ efficient architecture to everyone), establish negotiators or a strict hierarchy within each country's research program—all information about large models being trained flows to the top, with total transparency among top-level actors so they can coordinate on risks without information leaking. He also argues total transparency would be much harder to achieve, would significantly harm the ability to slow down, and carries risks far greater than superintelligence itself.
