Responding to a claim that big labs are colluding to slow open models, Mike Frank argues large-scale suppression would require China's buy-in, and even then other countries can train open models. Effective suppression would demand a global compute non-proliferation regime comparable to the one for nuclear weapons — which he finds chilling.
