- Scale evaluators: labs above some (undiscussed) threshold would host evaluators monitoring training and evaluation practices — "evaluators who evaluate the evaluators," already enough to create many new jobs;
- Democratic coordination: democracies worldwide adhere to shared standards, "nuclear treaties part two," possibly via an AI version of the UN — bad luck for open source, the author quips;

The author is openly skeptical of how any of this would work.
