Anthropic Report: Houthi Cell Used Claude Code to Program Missile Guidance Software

Anthropic's September 2026 threat intelligence report details misuse cases disrupted between December 2025 and August 2026 across seven harm areas: cyber operations, influence ops, surveillance, scams, biological misuse, conventional weapons, and illicit distillation. The most striking case (GTG-87001): a Yemen-based guided weapons cell used Claude Code in place of human engineers across three programs—a guided rocket with a phone-class flight computer, a multi-stage ballistic missile targeting 2,000+ km range, and the R2000 missile family including a hypersonic glide vehicle variant. Threat actors also included suspected state-sponsored groups, commercial spyware vendors, and fraud rings, spanning Haiku, Sonnet, and Opus models. Anthropic says it disrupted each operation, hardened safeguards, and shared intelligence with authorities.
