OpenAI Codex Python SDK 0.154.0 Adds max/ultra Reasoning Efforts, ExternalMessage

OpenAI released Codex Python SDK 0.154.0 (pip install openai-codex==0.154.0, Python 3.10+). Key changes: new max and ultra reasoning-effort values; ExternalMessage lets external content start or join an active turn with tool-level authority (no user authorization); includeturns on resume/fork, per-turn turnservicetier, and source metadata; typed notification payloads. Migration notes: HookMetadata handlers moved under .root, late-joining turn handles don't replay earlier events (use thread.read(includeturns=True)), and custom codexbin overrides require CLI 0.151.0+.
