GitHub Actions resumes version enforcement: self-hosted runners need 2.329.0

A developer got bitten by GitHub's planned brown-out of self-hosted runners. Per the official changelog: the rearchitected Actions backend now handles 120M+ jobs/day (3x pre-migration) and 7x faster job startup for enterprises. Runners must register with version 2.329.0+, and stay within 30 days of the latest release to keep executing jobs; effective minimums ratchet forward, with full enforcement by June 12, 2026. The author complains GitHub knows which runner versions are registered yet offers no UI warning.
