- 2030 unemployment scenarios: 3.9% (modest AI), 4.6% (substantial), 11.9% in the extreme case — 17.9% for cognitive workers — versus a normal 3.8%.
- Reallocation takes time: displaced cognitive workers must find other occupations, and cognitive wages adjust slowly.
- Key judgment: in the extreme scenario aggregate gains are roughly 3x what cognitive workers lose, so transfers could compensate their income losses — but growth alone won't get there; policy is needed.
