Pentagon asked OpenAI for military AI with 'minimal refusal rates', FOIA docs reveal

Documents obtained by The Intercept via a FOIA lawsuit show a revised OpenAI-Pentagon contract (P00003) requires a custom military AI with "minimal refusal rates" to Defense Department commands. The underlying prototype deal is worth up to $200M over two years. OpenAI, Google, xAI and Anthropic all agreed in 2025 to build militarized prototypes for logistics, intelligence and "warfighting"; the Pentagon's push to extend these to classified networks triggered a public clash with Anthropic over usage restrictions.
