Per Reuters, OpenAI has submitted an EU incident report over its hijacked German website. Safety researcher Nathan Calvin questions whether OpenAI would have reported proactively without an independent report forcing its hand, and uses the case to argue for mandated public incident reporting detailed enough to be effective.
