Debugging LiDAR-stereo data loss across machines: IP fragment reassembly failures

The author's first blog post documents a robotics debugging session: LiDAR and stereo camera data kept failing to cross between two machines. Root cause turned out to be a bad case of IP fragment reassembly failures, fixed by modifying the Eclipse Cyclone DDS configuration.
