asc CLI adds one-command password rotation for signing repos with single Git commit

rudrank shows a new capability of the asc CLI: asc signing sync rotate-password rotates the encryption password for a signing repository. The command validates the repo, re-encrypts assets, and publishes a single Git commit, taking old/new password files and a --confirm flag.
