A NYT report details how Inspur, blacklisted since 2023, kept buying top US AI chips; the author notes export controls weren't designed to stop such transactions. Inspur's main customers are banks and infrastructure players, not the military. It was long NVIDIA's key Chinese server partner — jointly launching V100/HGX (2017), HGX-2 (2018) and A100 platforms (2020) — before Entity List constraints sharply curtailed the relationship, though affiliates continued procurement.
