Looking for tools to inspect frozen transformer model weights beyond inference

A developer new to ML is asking the community for tools that can inspect the actual weight data inside frozen transformer models, outside of inference. Their own in-house inspection tool drifted into being highly project-specific, so they want existing, more general tools instead of dissecting and re-generalizing their own codebase.
