SetFit overhauls CI to support transformers v5, huggingface_hub v1 and Python 3.13

SetFit maintainer tomaarsen details the compatibility overhaul's test matrix: transformers 4.41–5.16, Sentence Transformers 3.0–6.0, huggingfacehub 0.24–1.30, datasets 2.15–5.0, and Python 3.9–3.13. CI runs the newest stack, the oldest supported pins, and the last transformers v4 generation as separate presets so old versions keep working.
