The lawmakers behind the major state AI regulations have signed a joint statement calling on AI companies to establish a united, independently verifiable framework to "pace" AI development until safety work catches up.

The statement says companies must "work together to eliminate the risk that a catastrophe will result from their rush to build highly capable AI systems before solving problems of alignment and safety." It comes amid growing reports of OpenAI and other companies' agents hacking external websites without human oversight.
