Chollet: AI deployment limits must become a collective choice, not a capability ceiling

In a follow-up to his "humans in the loop" thread, François Chollet notes that AI deployment limits were long defined only by technical capability. As AI progress accelerates, "what kind of world we want to shape" should become a deliberate, collective choice rather than defaulting to the capability ceiling.
