The author argues "tax self-driving cars" is a phenomenal policy position: it's palatable to self-driving opponents and anti-growth groups (e.g. unions) because it extracts a real price from companies deploying them, unlike taxes on existing road use. As cheap chauffeurs make riding far more desirable, road-access pricing becomes necessary — especially in dense, parking-scarce cities where fleets are most viable.
