A submit tool that reminds models of their time budget makes them iterate longer

Models have a poor concept of time and budget. The fix: a submit tool that, on each submission, reminds the model of its time budget and remaining time, prompting continued iteration. The idea overlaps with /goal, but adding feedback and letting the model decide to continue makes it "think harder" intrinsically.
