A Microsoft-commissioned Signal65 report outlines how Windows is evolving into an OS for agentic AI, based on Build 2026 announcements. Key data: enterprise model API spend more than doubled to $8.4B by mid-2025 (Menlo Ventures), and nearly half of large enterprises now say most compute is inference-driven, up from under a third a year ago. The report argues routing work by complexity between local and cloud can cut inference costs 5-10x, and frames three pillars: "unmetered intelligence" (local, no per-token cost), OS-level agent governance for enterprises, and human-first design, scaling from Copilot+ PCs to deskside AI supercomputers.
