Copilot CLI session resume silently drops the session's custom agent config

A Copilot CLI bug report: resuming a session via /resume or --resume=<id> does not restore the custom agent it was started with—neither the mcp-servers: block nor the tools: allow-list is reapplied, so the session silently runs without agent constraints. Explicitly passing --agent alongside resume works. Reproduced across versions 1.0.80–1.0.82-1, indicating a long-standing issue. A minimal repro agent config is included.
