A developer reports a critical bug in the OpenAI Plugin submission process where approved individual verification fails to propagate. The API endpoint /v1/dashapi/plugins/identities returns an empty list despite correct org setup. Debugging reveals the API echoes a personal user ID in response headers instead of the requested organization ID, suggesting a context resolution error. OpenAI support has yet to provide a fix.
