Anthropic ends Claude Code rate limit promo, introduces new caps

Anthropic is ending the temporary 50% weekly rate limit increase for Claude Code on September 14th. Instead, they will offer a permanent 25% increase, resulting in a net 17% decrease from current limits. The company acknowledged the impact on users.
