fbtee 4.0 released, fully rewritten in Rust with Oxc

fbtee 4.0 has been released, marking the completion of the migration from Babel to a native Rust and Oxc compiler pipeline. The new fbtee CLI is now a native Rust executable and defaults to using Oxc. Breaking changes include the removal of the Babel compiler and JavaScript CLI, as well as Babel-specific CLI extensions. Users of Vite and Next.js are advised to migrate to the respective new plugin packages.
