OpenAI Python library migrates from Rye to uv

The official OpenAI Python library has migrated from Rye to its maintained successor, uv. The PR states this is due to Rye no longer being maintained. The move makes uv.lock the single source of truth and reduces the development dependency graph from 88 to 79 packages.
