US moves to close overseas compute loophole used by China's Kimi K3

The Trump administration is reportedly developing a rule to require overseas data centers to verify customers and prevent Chinese companies from using restricted compute. Chinese labs have bypassed chip bans by remotely accessing data centers in countries like Thailand and Singapore. Moonshot's Kimi K3 was reportedly partly trained on Nvidia chips located outside China.
