Waymo faces huge regulatory hurdles to launch in Germany by 2027

Waymo announced it will launch its fully autonomous ride-hailing service in Munich by late 2027. However, Germany is described as their hardest regulatory environment yet. The company had to register to lobby the government 4 years in advance, run a 2-year campaign to change driving rules, and spend €170k-180k on lobbying in 2025 alone. They also face a proposed EU cap of 1,500 cars per model annually, which would prevent fleet scaling.
