Merge Gateway update: per-project guardrails, Parallel web search, audio/video multimodal

Merge shipped a Gateway update with three highlights:
- Per-project guardrails: Prompt Injection Protection and DLP rules previously applied org-wide; they can now be configured per project — stricter for those handling customer data, permissive for internal tooling.
- Parallel web search: models routed through Gateway can now use Parallel Web Systems as a web search tool within the existing tool-calling flow, no separate wiring needed.
- Multimodal expansion: multimodal support extends beyond images to audio and video.
