GitHub Copilot CLI v1.0.81: Plugin Dashboard, MCP Support, and New Model Integrations

GitHub Copilot CLI released version v1.0.81 with the following updates:
- Plugins & MCP: The plugins dashboard is now available to everyone via /plugin, /mcp, or /skills. MCP 2026-07-28 support is shipped to CLI, SDK, IDE, and in-memory clients.
- Dev Experience: Hooks now receive OpenTelemetry trace context. Startup offers to restore sessions. /sandbox adds Ctrl+E to edit settings.
- Platform & Models: Windows remote MCP servers support Microsoft Entra ID sign-in. Added support for Gemini 3.7 Flash and Grok 4.6 high reasoning effort.
- Fixes: Fixed crashes on session resume and UI hang when MCP servers are blocked by policy.
