Upload Mechanism: Pre-flight Checks Prevent Partial Agent Uploads

The asset upload feature now includes pre-flight checks. Before sending any bytes, the system pre-flights every signed asset operation. If a zero-length operation exists anywhere in the batch, the entire batch fails with zero PUT requests, ensuring agents do not leave partial uploads behind.
