Hot Chips: OpenAI's Jalapeño Chip Outperforms Blackwell; Perplexity Launches Local AI PC

At Hot Chips 2026, OpenAI unveiled its in-house inference chip Jalapeño, claiming 1.5-1.9x better energy efficiency than GB200/GB300, 1.7-3.6x lower latency, and 2.1-4.1x higher performance on interactive workloads, with deployment by year-end. Perplexity introduced the Portable Computer, a local AI PC built on DGX Spark offering fully on-device AI. Separately, research including Microsoft's AutoSaddler shows agent harnesses have a huge impact on performance, and SWE Refactor Bench reveals only a 5.4% success rate on long-horizon software engineering tasks.
