Claude Code 2.1.247 adds cost optimization command

Claude Code CLI 2.1.247 released. New features include a SendFeedback tool to draft session feedback and a /claude-api cost-optimize command that profiles API spend and suggests optimizations like caching, batching, token hygiene, and model choice. Fixes keyboard navigation issues in history search and other interfaces. Notably, prompt tokens decreased by 92.6%.
