Claude Code v2.1.247 adds cost optimization tool and Admin API support

Claude Code v2.1.247 introduces the SendFeedback tool for drafting feedback reports and the /claude-api cost-optimize command to analyze and reduce API spending via caching, batching, and model selection. The /claude-api skill now covers Admin APIs for member management, rate limits, and keys. Multiple bug fixes are included, addressing history navigation, sub-agent error handling, non-Latin keyboard shortcuts, and Zed configuration merging issues.
