After Wednesday's national cabinet meeting, carve-outs are flagged for jurisdictions like Queensland and the Northern Territory, handled flexibly under new nationally consistent standards. The shift comes weeks after energy minister Chris Bowen threatened to use constitutional powers to override states resisting renewable rules. The NT chief minister said she won approval to use gas from the massive Beetaloo Basin project. The federal legislation is expected in early 2027.
